MARKET RESEARCH AND PRODUCT DEVELOPMENT

As part of the effort to develop export markets for Tanzanian products, the Board of External Trade undertakes market research and product development among other activities.

The essence of market research is to determine the potential for Tanzanian products, understand the market characteristics and customer needs, find out the level of competition, terms of payment, marketing channels and most suitable means of transportation etc., all of which determine the competitiveness in the market place.

In order to obtain product information with respect to pricing, quality, packaging supply demand studies are carried out to determine the ability of a product to compete in a specified market.  The supply study for the given product is followed by the demand study in the carefully selected market.

The results of the studies carried out are disseminated through workshops, seminars and mass media.

)DAR ES SALAAM INTERNATIONAL TRADE FAIR (DITF

  1. DAR ES SALAAM AS FOCAL POINT

    The Dar es Salaam International Trade Fair has established itself over years as the shopping window for Tanzanian products as well as the East, Central and southern African region.  Supported by the services of the Dar es Salaam harbours, which serve the region efficiently, the DITF acts as one, stop shop centre for countries such as Uganda,Kenya, Rwanda, Burundi, Congo, Zambia, Malawi, Zimbabwe and Botswana and Republic of South Africa. The fair is a recognised member of the Union of International Trade Fairs (Union Des Foires International - UFI).

  2. PARTICIPATION

    The fair enjoys patronage of the Tanzanian business community who both exhibits and uses it as a forum for business exchange.  Participation has ever been on the increase from a mere over 100 companies in the late eighties to over 1000 companies in 1998.  In 2006 a total of 1548 exhibitors exhibited at the fair of which 108 came from overseas representing over 25 countries.  Fifteen foreign countries participated at an official level.

  3. SUPPORT

    The fair enjoys support of the Government through the Ministry of Industry,Trade and Marketing, The Tanzania Chamber of Commerce Industry and Agriculture(TCCIA), Confederation of Tanzania Industries (CTI) as well as other institutions in the country.

  4. HIGHLIGHTS

    Alongside DITF, BET organises several events, which makes the fair an inviting and conducive one to conduct business successfully.  Buyer-Seller Meetings, Symposia, Seminars and tourist visits to National Parks are often arranged.  The fair coincides with a national holiday on the 7th of July, which is a landmark in the country’s history whereby over 200,000 people visit the fair on this particular day.  Being a general fair, test sales are allowed provided notice is given in advance.

  5. FACILITIES

    Facilities to cater for all needs of both the exhibitor and the general visitors are available.  Telephones, faxes, car rentals, hotel accommodation, catering, car park facilities and stand construction are easily provided by the Management to suit one’s needs.  Exhibition hall facilities range from individual pavilions to large exhibition halls of up to 4,000m² gross. A lot of improvements have been made on the facilities at the fair grounds especially after construction of the PTA Hall and rehabilitation of several medium sized pavilions. Other improvements made include construction of new offices. The fair grounds have rental spaces amounting to about 30,000m² (net). The ground covers a total area of 160,000 square metres.

    The Dar es Salaam International Trade Fair is at the Saba Saba grounds along Kilwa Road, 8km South of the City Centre.  It is serviced by a highway (dual carriage) road connecting it to the port (5km) and the International Airport (13 km) away.  There are ample public transport and tax services.

2nd UHURU FESTIVAL 2007

This is the second ever event scheduled to take place at Mwl.J.K.Nyerere Trade Fair Grounds for a period of 2 weeks from 24th November 2007 to 11th December 2007. It is a new event, which replaces the older Dar es Salaam Consumer Fair. The planning of the festival is intended to coincide with Xmas, Eid El-Fitr and New Year events.

This is a unique opportunity to traders, farmers and industrialists to carryout an on the spot sale of various products to consumers and the general public. The shopping festival is expected to attract more than 300,000 visitors from within and outside the country with over 500 retail outlets offering different types of products including foodstuffs, cosmetics, electronics, textiles, handcrafts, machinery, hardware, motor spares and motor vehicles, etc.

In line with the UF, there will be scores of raffles, fashion shows, sports and cultural events, various product promotions, display of tourist attractions (wild animals), and for the children merry go round.  Register now on space rentals. EXPORT PROCEDURES AND DOCUMENTATION IN TANZANIA

EXPORT PROCEDURES

Business licence

Exporters are required to obtain a valid trading/business licence from the city/town council where the business will be conducted. 

Export licence/permit

Some products require specific licence/permit from the Government departments/institutions or a controlling body legally empowered to do so, exporters therefore have to contact the following:

    • Forest department for Forestry products
    • Fisheries department for Fisheries products
    • Wildlife department for Wildlife products
    • Mining department for Minerals/Gemstone products
    • Marketing Boards for Coffee, Tobacco, Cotton, Sisalfibre, Raw Tea, and Raw Pyrethrum.
    • Ministry of Agriculture for Food (staple) products.

Documentation:

Once an exporter has obtained an order from a buyer abroad and an agreement has been reached to export goods to the buyer and mode of shipment determined the following steps are necessary:

 

Shipment by air

  1. The exporter applies for an export licence/permit for the export product if it falls under the above mentioned product groups otherwise other products call no licence.

  2. After confirmation of cargo space an airway bill is prepared by the carrier or its agent on presentation of the following:

    • A commercial invoice

    • An export licence/permit (if required)

    • Technical documents (if required) on health, quality, weight, certificate of origin etc

  3. Process a Single Bill of Entry (SBE) by attaching all the above documents at the customs long room.  A customs release/approval is obtained.

  4. Goods are taken to the Airport for airfreighting vide the cleared documents by customs

Shipment by sea

  1. Apply/obtain a licence/permit (if required).

  2. Apply/obtain technical documents for your product

  3. Apply for shipping space to an agent/shipping company

  4. Then obtain a single bill of entry from customs, complete it and then attach all the previous or required documents for processing the SBE at the long room.

  5. A shipping co/agent will finally prepare a bill of lading after accomplishing customs verification/approval, port charges and procedures, cargo loading (FOB).

IMPORT PROCEDURES

 

Business licence

An importer is required to have a valid business licence in order to conduct any business; such a licence is obtained from the city/town council. 

 

Import Permit

An importer has to obtain Import Declaration Form (IDF) from her Bankers.  This serves like an import licence.  This form is sold at US $ 10.   Some products require special clearance/approval from relevant authority for certain sensitive products e.g. drugs, firearms, etc.  Therefore an importer has to ensure that such permissions are obtained.

 

Import documentation/processing

As a first step an importer receives from a supplier an invoice and bill of lading.

Then the following movements;

a) Produce copy of an import declaration form.

 

Other requirements: -

Payment of 1.2% of FOB value must be paid to pre-shipment Inspection Company for goods worth US $ 5,000 and above.  There are some exceptions for some goods e.g. gold, art, military equipment, and personal effects.

 

b) Securing important documents/process;

  1. Obtain a Tax Assessment Notice (TAN) from PSI companies/ Customs office

  2. Pay assessed fees at a commercial bank as per TAN

  3. Obtain bill of lading from a shipping agent (if not yet obtained)

  4. Obtain Delivery and Disposal Order (D&DO) from Tanzania Harbours Authority

  5. Obtain acknowledgement from customs that all necessary documents have been lodged

  6. Checking by customs officials on documents, import declaration forms, bill of lading, commercial invoice, CRF, TAN, pay-in-slip, ocean freight certificate, parking list, disposal order of Tanzania Harbours Authority (THA)

 

c)  Obtain assessment of charges from TPA, customs Wharfage, storage and handling fees.  Make payments.

 

Release of goods

  • Customs officers will physically inspect goods and then issue a Release Order.

  • The importer takes the Release Order to THA where a gate pass is issued for taking out the goods.

CUSTOMS NOTICE ON NEW PROCEDURES FOR PAYMENT OF DUTY AND TAXES ON PSI CONSIGNMENTS

As from 1st November 2000, payment of duty and taxes on PSI consignments shall be made according to the following procedures:

  1. On receiving a request for an SBE from the importer, the Inspection Agent (IA) shall give three copies of the SBE printed on non-security paper. For ease of identity this printout shall be stamped "Tax Assessment Notice" (TAN).

  2. The importer shall go to the relevant bank and pay the assessed duties and taxes.

  3. The bank shall stamp the three copies of TAN and give one copy back to the importer along with a receipt of payment.

  4. The importer shall return to IA and present the stamped copy and the bank receipt.

  5. The IA shall keep the stamped copy and a copy of the receipt for their record and issue to the importer an SBE printed on security paper.

  6. The importer shall use the SBE printed on security paper for clearance of good as usual.

  7. Twice a day the IA shall collect one of the copies retained by the bank for bank reconciliation.

  8. The IA shall issue two daily reports to the Tanzania Revenue Authority (TRA), one with the list of TANs issued to importers and one with a list of paid up SBEs

  9. Once weekly the IA shall issue to the TRA a report with a list of TANs for which no payment has been made.

NOTE: Planning is an important prerequisite for the attainment of quick results.
